Standard operation is to hear the input when in red "record armed" but during playback you would only hear playback and no input.
During record you hear input. I lit monitoring green is for hearing the input during playback, or to hear input while the transport is stopped but the track is not record armed. If you do not want to hear the input I am presuming you are using an external or interface low latency mixer for foldback during record, you can turn off input monitoring in the drop down options.

When I started the project it was weird for me not to hear the artist when my Apollo's Console and the signal chain is heard - but not in the PT. That was frustrating to be having to press the REC button everytime. My workflow has slowed drastically.
Now I have recently purchased PT I dont like keeping one record track for every take and then to move those recorded regions elsewhere. I ran PT session today after my post and I was able to record with no issues. After I did that both signals just merged into one, given all the plugins were off of the entire project.
